A player has only moved once since the game started, timebank has lapsed, I know I can delete the game, but why can't I claim a win.

As the first thread in this forum suggests: read the FAQ!
The answer is there under the question: "What happens if my opponents stop playing?"

Thank you all for your comments, my fault for not reading FAQ. It does seem strange that this particular player frequently makes one move or is often timed out.

What game ID? It would not be best to conduct a "witchhunt" without first seeing the game.
