Question

Does running out of time and lossing a game count the same aginist your rating? What about draws or resigns...

If you are checkmated, resign, or lose on time it all counts as a loss. If the game is a draw, there may still be a change in your rating. The higher rated player will lose some points to the lower rated player in a drawn game.

Why would he?

cause his other friend hacked into his account and he made him resign al of his matches. so that means that he lost all of his games. so how can he delete his account?

I'll put money on some kind of multi account ban coming from this thread.

you cannot delete an account but if you clear it with Russ (send feedback link at the bottom of the page) he may overlook the opening of a new account.

if he says it is ok then you need to make sure you never use the old account again or risk a "multiple account use" ban.
