No, although all the ones currently on offer in Open Invites have been created as rated games. The game creator decides rated/unrated.
Oh...How do you tell though?
The rated column on open invites will say yes or no.
Once a game is created, if it's in "your games" you can click on the Info link and it will show rated or unrated.
