How can it be that in rating limied groups more than half of the particpants have lower rating?(new group 1600-1699 f.e.)

To enter your highest rating within the last 30 days must be in that range.
This means that you could achieve a rating and then lose some games and drop a little. That would put in a certain band even though your current rating isn't within it.

More annoying are those that drop their ratings by over 400 points and then enter banded tournaments for players much weaker than them.

I agree, I am in a1550-1600 tornament and most of them are 2000- 1700 rated players -------------- lots of luck !

1700 players are quite welcome in the tournament. The only two players I would judge as not would be GauravV and Checkmate187 (fierytorment but vacation flag indicates no further part will be played in the tournament).

There is no luck in chess. Why don't you pray to help you beat them?
