Is it possible to reactivate a game after a player took the win after the expiration of move time?

No, but you can set up a new "set piece" game starting from the final position of the game. Unrated of course.

Go to the game in question open Game history and click on the start from this position link on the list to the right.

Or set up a game with "new game" "set pieces" and set a position manually
