Signing-up for a queue in siesge

If all the available timeout-period sieges are filled to capacity, what's the procedure for joining a queue?

I see that there are some players in the sieges who do not have the subscriber star?

Thats because they joined the que when they were subscribers and their yearly subscription has not been renewed....
So they will stay in the line until they play but will not be able to join again unless they get a new subscription.
