My opponent has run out of time and doesn't have a vacation symbol, but the skull to claim timeout isn't showing up. What should I do? Game id: 13830720

All we can see is that the time is out. Since your Opponent is not a subscriber, vacation can't be a factor. Follow the above given advice.
