system not allows me to pay for SUBSCRIPTION - what to do?

Starting yesterday I've tried fourtimes to become a SUBSCRIBER - three times tries to pay via PayPal and once direcly by charging 39.95 USD from my credit card. Is this system broken?
It just says authorization could not be completed with no explanation
Please advise what to do next - wanna be a SUBSCRIBER
