time out win

....when you claim a timeout win ......is it changing your rating?

Yes, as long as it was a rated game.
If you time out your opponent before the required number of moves are performed to make it rated, then it will become an unrated game (but.. i forget how many moves.. i think 2.. maybe 3)...
