"My Settings"...."My Challenge Settings" allows you to set a minimum timeout, but that is the opposite of your problem. When building a "New Game" for the open invites, you can control both timeout and timebank levels. For games that show up in you inbox you can message your opponent what you want, delete the old game, and start anew with 1/0 limits.

... opponent time says they have 2 days 23 hrs and 52 minutes plus timebank to move. But below that it says they have 1 hr and 19 minutes of time bank left.
If your timebank=0 and your time-out has expired, then your opponent can claim a win, commonly called "clicking a skull" for the icon that appears in your game list. Under "Help" above look at the FAQ for more info on this and other topics.
