Timeouts suspension?

I think that a two days suspension of timeouts it's too much:the outage lasted twelve hours on 11th Aug. and ended at about 1:00 a.m. on 12th Aug.
This suspension is an unfair advantage given to the ones who don't care to move in games,while I was trying desperately to log in.........................and I suspect that a guy who didn't move for 5 days doesn't even know that there was the huge outage.
