Something that occured to me and I wanted to know if RHP has a safeguard in place for this.

Let's say I see some really highrated player on vacation. What's stopping me from setting up a low TO/TB game with them, then when they don't move (since they're on vacation) going and claiming a win?

Not that I personally would do this, but it occured to me that it would be very easy to do unless timeouts can only be claimed after both sides move.

You can't claim a win until three moves are completed, unless it's a clan or tournament game. If it's a clan or tournament game, you can claim a win, but the game will be unrated.
