tournament question

I am a provisional player (p1491) whose rating may or may not go higher than a limit set (MID RANGE SCUFFLE) (1300-1499) before the tournament begins. I am on the list of entrants... Can I participate if my rating goes higher than the limit before the tournament begins?

You will upset someone if you are rated 1600... perhaps you should wait for another tourney?
