I am a provisional player (p1491) whose rating may or may not go higher than a limit set (MID RANGE SCUFFLE) (1300-1499) before the tournament begins. I am on the list of entrants... Can I participate if my rating goes higher than the limit before the tournament begins?

You will upset someone if you are rated 1600... perhaps you should wait for another tourney?

I've sent a game if you will to help you get up near 1600... or find out you are a 1400 player. Delete it if you like.
