What do you mean by "all the time"?

If you mean twice a year to correct for daylight saving time, you have to manually change it in 'settings' because it isn't done automatically here.

If you change the time zone and click update, it should stay on the new setting. If that's not happening, you may need to send a feedback to Russ/admin. Be sure and include what operating system and browser you are using.

When you log off, and then log back on to the site, do you have to enter your password each time? If you have cookies disabled in your browser settings, that may have something to do with the problem.
