Double account cheats

Question for site admins: If someone is kicked off the site for cheating, are they allowed to come back with another name?

What happens to them if they are caught doing this?

Can members request a suspected case of this be investigated if the original offence was double-accounting?

Of course you can,I did it quite some times,the last was MikeXx20 ,booted,returned as SantaDrummer and booted again.
