More likely he wants people in roughly the same timezone as him so they will be playing at the same time. Of course he doesn't realise that some people prefer moving in the morning, some during the day and some in the early hours.

more likely to do with timezones

get faster games with people in your timezone since they are likely to be awake at the same time as you are
