OTB = Over The Board, i.e. played against a real-life opponent with a real-life chess set on a real-life chessboard. I think you're taking OTB to mean non-correspondence chess time control.

Bc4 {its open to getting immediately hit by d5, but that will leave his e pawn horrible} d5 5. Bd3 {with f7 already weak, lets see if he wants to hold on to his light square bishop} Bxd3 6. Nf3 {I paused here, Qb5+ is maybe the obvious move but I wanted to rush through my development and then chase pawns if i needed to} a6 {he was obviously thinking that I should have played Qb5} 8. O-O e6 9. Re1 Qd7 10. Ne5 Qd6 11. Bf4 {given his response to this, his last move was bad, he's just wasted a tempo} Qe7 12. Nd2 {another pause for thought here, my knight on e5 is a monster, I want to replace it with another one should it get taken so this knight is heading for f3} Nbd7 13. Ndf3 O-O-O 14. c4 {played almost instantly, lets open up the queenside} Nh5 15. Be3 Nxe5 16. Nxe5 dxc4 17. I used to play that opening as Black myself. It's not very good. I think 4.Qf3 virtually refutes it, though I can't remember what happens after 4. ... Qc8. Your idea (4. Bc4) seems excellent as well.
In your game, 10.Ng5 rather than 10.Ne5 looks very strong. It's late and I may be overlooking something obvious, but it seems to me that Black can resign after that.

I was struck by the note after White's 14th move. 14.c4

Perhaps too instant. 14.Nc6 opens it up as well.
And a nit-pick. Winning Queens is good but never forget the object of the game.
