I have a question I could use some help with.

My opponent (White) 1210 : Two Rooks, one Bishop, Five Pawns and King.

Myself (Black) p919 Two Rooks, Three Pawns and King.

I don’t feel he can Check me but I am inexperienced and don’t know the etiquette. I asked about a draw but is that proper? Should I resign because of less captures or play on? What is the right thing to do?

You can offer a draw anytime you'd like. Your opponent of course can just decline it and play on.

I can't comment on your game though. Sorry.
