I would not mark "!!" to 18...Nc6 - after 18...a5!! (with main threat Qf6 - b6) black would win easily. After 18...Nc6 position remains quite unclear.

22.Kb4?! seems to be loss of tempo - if white did plan to play for win and move king to a5 they should have do it in 22th move - after 22.Ka5! position is very complicated.
