the only games that I ever seem to have moves waiting... are the ones that I'm losing. Anyone else notice this?

Another phenomena is that the games in which you have a clear dead win take the longest for your opponent to reply.

You're right but there's always the chance people are just studying the games harder when they're in a corner.

A clear dead win to me, they can take their time, BUT if their rating goes down during that time, thats less points for me, thats the only setback.
