Does anyone on here play at a good, free OTB site? I'm American and don't have any opportunity to play OTB 😛

I like Free Internet Chess Server (FICS) - freechess.org - free, I think you'll like it. You should probably download an interface for it - I recommend babaschess.

I'd prefer one without downloading as everytime I download something screws up.

I think i've explored there though

You probably won't want it because you have to download the software, but http://www.playchess.com/ should lead you to the right site.

ok...then what's the website for registerring b/c all i see is news and tourneys after the map of "who's on."

You have to download the software, and then you can register from there.

It is possible to play on FICS without downloading a program.

Alternatively, you could enter the RHP Blitz room and simply offer games with suitable time controls e.g. 30/30 (30 minute timebank, 30 second increment).
