If you look at all players who have played more than 20 games, never played against provisional players thereafter; never have been above 2100, and never played against players higher than 2100, the average rating is almost exactly 1200 πππ
I would even go as far as to say the rating is 1200.000... This is due to the way the fotmula for the rating works. One player gets what the other loses (almost always).
I don't know about all other cases.

I scanned the entire user database, with 20 users being displayed at a time, and just added-up how many people fell into each of the categories that I'd already laid-out. Since it was fixed at 20 people per page, most of the pages were easy to count, so all I had to do was click the mouse quickly and mentally add 20+20+20+20+20 ... get the idea? =)
