In a general sense, I agree. But you can do better if you are looking for a specific subject (ie. endgames, specific openings, tactics, etc.). Chernev's book is simply a great all around first or second chess book.

The only chess book that I would designate a "must-read" is Logical Chess: Move by Move.

Chess school - Alexander Koblenz. Though I'm not sure it's available in any other language then Latvian or Russian.
