I'm asking this because I think I remember having an old chess program that used to draw because the move list would get too long

I don't know of any rule that has a hard and fast ceiling of moves, but in any 'real' game there are other factors that are going to bring it to a close. There is the 50 move rule already mentioned, then there is the 3 fold repetition that can come into play if the position is being repeated, then there is just the 'we are sick of playing this game' factor where the two players will agree to a draw.
Barring any of those though, the game can continue so long as it is progressing.
The game is declared either a win or draw after the move list gets to around 5500. I think that's the maximum number of moves in a chess game.
EDIT: Oh yeah, whoops. I did a calculation based on the 50 move rule, but i forgot that a player doesn't HAVE to claim a draw after 50 moves have been played, the two players can just keep going. Hm...
I'm fully aware of all the rules of chess, I've been playing for more than 10 years. I was just wondering if that was a rule or not because on my old computer, I have a chess game that says "game over because move list is too long." I just wanted to know if that was an actual rule or if it was just the game's excuse for running out of memory space.

I would think not so fully aware if you're asking about whether or not this rule you're accustomed to actually exists or not 😉
You say old computer, it could just be that its REALLY old and doesn't have enough memory for more than 198 moves (antique?) or it's just a really poor program and they never planned for more moves in teh codes 🙂
