It is interesting that a rule designed to aid in King safety can't be used in a situation of immediate need. But them's the rules.

Same reason my you can't use the two space pawn move to avoid a pawn attacking the first square.

Casting was allowed to speed up the game just as the two space initial pawn move was allowed.
