Capitalizing on development advantages

I seem to have trouble capitalizing on development advantages achieved during the opening. To show the extent of it, I've had a few recent games where my opponent has all but ignored the center, allowing me to gain a double pawn center, post the knights and bishops to their prime spots, and then castle, all before facing any sort of threat. This would seem like an indomitable attacking position, but I inevitably muck it up, and by mid-game, my opponent has often achieved equality simply because I wasn't able to build upon the early advantage.

Any suggestions for what to do to make the most of early development advantages? If there aren't any clear attacks, should I just begin moving my pawns forward and wait until my opponent is forced to move into a vulnerable position?

Hard to say. Most of your lost games are timed out.
