It is interesting that the Center Game (1.e4 e5 2.d4 exd4 3.Qxd4) is the Scandinavian, but with reversed colours and an extra tempo. Yet, White in the Center Game does not get any significant advantage with the extra tempo. Anyone with thoughts on that?

never play either
go Caro-Kann with white
and Caro-Kann with Black
and you'll be fine, as this is the supreme opening

The only high-caliber player that I can think of who frequently played the Center Game was Jacques Mieses (186?-195?). I think he beat Capablanca with it once.

i tried it there are some unexplored position on it. after white's 1. Qxd4, Nc6 2. Q14, Nf6 3. Bg5, Be7 4.Nc3, a6 5.0-0-0

The idea is to have opposite castling exloit the open d file and advance ur e and g pawn supported by f3 pawn.

Reverse scandi and scanid especially playing nf3 nf6 instead of recapturing with queen is best way to play chess. No need to learn opening theory and you have good chances.

An old book from the 1970's called "Zoom 1" by Bent Larsen and abother gentleman named Zuethen recommend a N-KB3, P-KN3, B-KN2, P-Q4 setup with both colors.

This means a Grunfeld against 1 d4 (1 d4 Nf6 2 c4 g6 3 Nc3 d5) and the Scandi against 1 e4 (1 e4 d5 2 ed Nf6, followed by ...g6 at some point).

1.e4 e5 2.d4 exd4 3.Nf3 Bb4+, and Black has an advantage.

1 e4 d5 2 ed Nf6 3 Bb5+ isn't considered to be that great for White, so what's so great about 1 e4 e5 2 d4 ed 3 Nf3 Bb4+?

say 4.Bd2 Qe7, not only protecting the bishop, but also threatening to capture the e-pawn, something which wouldn't have happened with the Scandinavian. Bd3 protects the pawn, but is condemned to be on an inferior square. Besides, how would you develop your queen knight afterwards? 4.Nd2 blocks your black-squared bishop. Gambiting the pawn with 4.c3, like the Danish Gambit, doesn't look so great.

i think this does not proceed to scandinavian set up. try exploring my variations which i previously posted and white can have advantage.

The problem with that is that black goes Nc6 and then white loses a tempo. Get a book on the opening that explains why you should not use your Queen so often like beginners do.
