I want to open a topic about the resources of chess databases available online. Where do you collect fresh games from?
I personally prefer the 10 Days database of chessmix.com because my observations are to have the most games, also the tidiest and most organized.
Before I used twic but i had many work after that to orginize better the content.

Question 2: If by database you mean a collection of Grandmaster and other top player games, the answer is 0$; there's several free on the net. I use http://www.chesslab.com/PositionSearch.html, which has over 2 million games; there's others.
Question 3: none that of know of although a few players have worked on something of that sort and may pop in with more details.

I have not used SCID (http://scid.sourceforge.net/), which is a free database program said to rival the commercial ones. I have ChessBase8 and Chess Informant Expert--both commercial database programs with pared down trial versions. ChessAssistant Light is also a pared down free version of excellent commercial database software.
Winboard (http://www.tim-mann.org/chess.html) and Arena (http://www.playwitharena.com/) are terribly limited as database programs, although they can be used to view PGN files. They are excellent for interfacing engines (Arena is running an engine tournament in the background on my computer even now).
