The Ref is watching the NFL game trying to keep rules in force. The game of chess is not so closely watched. The tournamet director cannot watch every game. Chess is to a degree over regulated by the rules. Then again so is the NFL.

The defense linemen want to take the quarterback down. They do not want the offensive linemen to hold them. Spraying Pam on their jersey will help prevent holding. Sacking the quaterback is better than a holding penelty. Holding is a ten yard penelty. A sack is about a seven yard loss pluss the down is used. This is based on the quarterback being in the pocket. When the defense gets near the quaterback they can mess up the play by disrupting its timing.
