Strange that you played the bishop to e7, it's much better on d6 in the Dutch Stonewall.
Edit - Just ran it through fritz and it was judged to be about 2/5ths of a pawn better to play Be7, though of course that's not saying much as engines aren't so great at openings.
Either way I'd personally say Be7 is just as good.
you used the white bishop too much. towards the game yes you did have good play but Bd7 then Be8 just to play Bd7 again was just nonesense. Nd7 should have been played before moving the bishop. after all his pawns made him a tall pawn for quiet a while. develope pieces off the back rank, in the opening don't move pieces more than once unless needed. those were not needed.
Also, after 15.c5 I would have kept that bishop on and re-activated on c7 (via a5).
I think White needed to play f3 at some stage after move 15.
Your plan of 22....e5 to get the bishop into the attack was interesting. I probably would have played 22....Rf3 and then brought the other rook over.
