I believe he means the Queen's Gambit ( 1.d4 d4 2. c4) not the Scandinavian. And the Budapest is not very good if white knows his stuff. White should play as follows:
1. d4 Nf6
2. c4 e5?!
3. de Ng4
4. Nf3 Bc5
5. e3 Nc6
6. Be2 0-0
7. 0-0 Re8
8. Nc3 Nge5
9. Ne5 Ne5
10. b3 a5
11. Bb2 Ra6 or as you said.....
1. d4 Nf6
2. c4 e5?!
3. de Ng4
4. Bf4 Bb4+
5. Nd2 d6
6. ed! Qf6
7. Nh3!

beclining by bb6 is not good in my opinion at our level
white pushes a4 straight away and gets a massive lead in development an a attack insues
Be7 is a better way to decline i think because the pawn on b4 is strating to not look so great after a few more moves
personnly, i do the gambit in otb play and on this site also but if someone does it to me, i'd accept the gambit and try and weather the storm. learn more that way anyways. 🙂
