This already looks very winnable for Anand. Pieces are active and Topo is in a pure defensive mode. He should be able to create enough weaknesses to keep Topo off-balance.

Update: The playing hall is also dark! Werner Stubenvoll is asking what is happenning but there is no electricity in the whole building! *

This power problem must be a major advantage for Anand. Topalov being on home ground must feel partly responsible for any local blunders. At least worrying about the reaction from the chess press. only a slight distraction is major disadvantage.

Also wonder what FIDE's contingency plan is for such situations. I could not find anything in their official regulations for this event.
