1 move is when both sides have made their moves. ie. 1.e4 e5
A 1/2 move is refering to either sides move. ie. 1.e4 or 1. ... e5

So when you go backward in a game by 1 move, you're actually moving 1 set of moves for both sides at a time, whereas if you go back 1/2 a move, its just the move that was just played.

AHH ok so like the bottom of an inning in baseball would be like half a move, one side has had the chance to move while the other has not yet moved

Well...

The bottom of the inning would be the end of one team's first move and the beginning of the next team's.
