If those 2 games are anything to go by it looks like both players are hesitant to move -- both waiting for the other so they can 'react' rather than 'act'
Those are hedgehogs, though slightly different from what I have seen. And yes, the opening appears very passive, but really has a lot of latent energy. I was hoping to learn how to use this opening formation, but it is nearly impossible to find ANYTHING on it, and I do appreciate you linking these two games so that I may study them a little. Thanks, and any more info would be great.

Read a little about hedgehogs. The opponent has much space but often this fact is his problem: he tries to break up the position and the hedgehog-player overruns him.
I'm a very weak player, so if I'm talking s?$t please nevermind.
I would like to recommend the following book with a lot of hedgehog-games that shows how to "blow out" of a hedgehog-position:

I don't know anything about this opening -- I just went on Chesswise and did a few searches and found those too games.....
if you want more information read the kibitz comments under the games, it may direct you to something interesting....
I.e Mihai Suba - he's supposed to be a revolutionary of this system
The problem I had is that this "formation" doesn't have and eco code, and can be arived at in many different ways to transpose to something similair...
