white clearly needs to keep black's king off into that nice little 2x2 square of a7,a8,b7, and b8
anything else, and there is just too much space for the king to run... 24 move mate would be impossible!

If you look hard enough you will find that white has a series of checks that lead to a skewer of the king and the winning of blacks pieces. after kxb6 white was Qf2+! ...Kc7 Qc5+ ...Kd8 Qxc8+ that is the best line I can find and who knows maybe it leads to a mate in the specified time.

better than Kf2+ is Kc6+!

I looked at that and blacks king just goes between a7 and a8 where white gets a knight fork to take blacks queen but there is no mate there... take a look you will see what I mean.

Qc6+! Ka7 b5+ and you will find a mate in there somewhere, I'm sure of it!
