It does this pretty much automatically all the time. When you look at how it (or any) chess program analyzes a position it will assign a number to how it rates the position. The number (positive for white, negative for black) is how many 'pawns' worth of advantage one side has over the other.
So, if you see a 1.47 next to a particular assessment it means the engine thinks white has almost one and a half pawns of advantage over black. If it says -0.25 it means the engine thinks black has about one quarter of a pawn worth of advantage over white.
The number doesn't always equate to raw material as some of the rating will have to do with positional advantages.

Is it possible using Fritz 8 to analyse a position on a chess board, with fritz then telling you who has the upper hand?

Then go to game-->infinite analyses and then play the moves for either side till you reach the desired position.
Then look in the engine page and you will see know number and then the best moves fritz suggests.
