Bear in mind that you don't have to punish these Scholar attacks immediately. After 2.Qh5, the queen is sitting on a silly square, waiting for Nf6. Nf6 can come whenever you please, for if it's not with attack than the white has already moved the queen and handed the tempo to you!
Yer development is fine after the moves you stated. My guess is that you are so intent on your executing your favorite Sicilian line (Dragon, Najdorf, Schev, etc.), that you are dissatisfied with deviating from the formation to protect against this "silly" attack.
Don't forget the *point* of 1...c5: Central space! With your c5 pawn sitting there, it is doing a good job. Let white stew. There are plently of lines that don't follow up with d4, but White isn't playing these. 🙂

There's a very good reason that Pandolfini screamed "Don't take the queen out too early!" And this is an example.

Okay...think this through a little...and Black should respond 2...Nf6 and the rest of the game is as follows (or at least as far as I can think it):
3. Qxc5 Nxe4
The book suggests 4. Qe3, but if they don't respond like that...take a look at the five best responses possible:
If 4. Qd4 then 4...d5 5. Bb5+ Nc6 6. Nf3 e6
If 4. Qe3 then 4...d5 5. Nf3 Nc6 6. d4 Bf5
If 4. Qb5 then 4...Nc6 5. Nc3 a6 6. Qa4 Nc5
If 4. Qd5 then 4...Nf6 5. Qb5 a6 6. Qb3 Nc6
If 4. Qe5 then 4...d5 5. Nc3 Nf6 6. Nf3 Nc7
In every continuation I see, Black is winning slightly which could lead to a nice advantage later in the game as Black begins to control the center of the board and forces his gained initiative when White played 2. Qh5.
