I have a friend who is a USCF master, and has a well-deserved reputation as being an excellent tactician. Even so, he finds many of the puzzles in "1001 Winning Sacrifices and Combinations" to be quite challenging. I suspect that anyone who has mastered that book would be at least 2000+ strength.

Try Paata Gaprindashvili, Imagination in Chess. I managed to squak above 1700 USCF without solving a single problem.

It is also well known that no USCF member ever becomes a master without learning to spell combination.
