I held my own with a player rated 400 points hi...

About a month ago, I played an OTB player rated 1615 (I was 1236 at the time). According to chessmaster, the game was only very slightly in his favor at most. Though after 29 moves i stopped notating and went into a time scramble (with him winning as I am horrible at blitz), I want your comments as to whether I played near 1600 level, or whether he was just having a bad day and couldn't get a good advantage.

7.Bd2 doesn't make sense, i see you meant Bd3 from the later Nxd3
please checdk your notation for pgn format before pasting it makes copying to winboard and the like much easier

10...Nd2? is that Nd7?.

17...g5 18.Nd4?? Ne5???? doesn't make sense i think you mean 17...e5

28...Rfc8 is probably Rfd8
and 29...b5 is that b6? or g5? or something else?

i recommend downloading winboard or an equivalent program, when you want to paste a game play it out in winboard and then use the copy/paste option to post it.

10...Nd7 seems to be an error blocks off his own bishop for no reason he can develop it and then play Nd7

13...Nxe5 looks better to me i think the knight on d7 clutters blacks development/defense. play might continue 14.Qd5+ Kh7 15.Nxe5 dxe5 16.Qxd8 Rxd8 17.Rfd1 Be6 and black looks better (plus two bishops) or 15.Rfd1 Qd7

16.Qd6 looks better than what was played (it prevents 16...Qd7 and still attacks the 'e' pawn.

16...Qd7 looks better than Qf6 doesn't block the bishop and more options for the queen.

23...Nd3!! i think at this point black has a significant advantage in his well posted knight

24...Nxf4? gives away the posted knight much better was 24...Qc3!

27.Rc1?? i think white is clearly up after 27.Bc7!! which gains control of the d file and probably gets a (white) rook on the 7th rank. This is the reason the knight on d3 was so important.

28...Rfd1 doomed to fail but i can't think of anything better black has free access to post a rook on d3 (again a crucial spot)

29.Rf1 black has a strangle hold and i don't see any way for white to recover.

I thought you played pretty well. Letting him have complete control over the d-file towards the end gave him what seemed to me to be a large advantage. Also, doesn't 27. Bd6 win a pawn, since he has to move the rook on f8? My only other comment is to play the opening more ambitiously. It's very common for lower rated 1. d4 players to play a system like opening, opting for moves like Bf4, e3, Bd3, Nc3, Nf3 stuff without thinking. You should try to squeeze everything out of the opening you can, so play e4! at some point and grab all the central space you can. Also, Bf4 in a KID normally just results in White losing a tempo when black inevitably plays e5. Nice game though.

27.Bd6 seems even better than my suggestion of 27.Bc7 Rd3 28.Rxd3 exd3 29.Rd1 Rc8 30.Rxd3 Rxc7 31.Rxc3 which may be drawish
