What kind of evidence can an amateur with no available engine to check with, provide?
Can I assume that Moderators check out players with steep rising graphs routinely or even continiously?

Mocking the user in the forums is the best technique for getting obvious cheats booted from the site. You will probably get a forum ban though.

Bringing a steep rising graph to their attention is helpful. Pointing out games before their recent improvement where they played like complete patzers and contrasting it to their GM play now is another strategy. You could ask in a clan or club forum if someone has an engine and has the knowledge and time to run some of their games.

then again, I remember at least one opposite case where a cheater ranted about a doubled pawn being a losing positional error against a player of his caliber. it was pretty funny.
