The idea is obviously Rc7 to play Rh7#, however if executed immediately black could play g4 and let his king escape. So this must be 1. g4 Rxg4 2. Rc7 and 3. Rh7#

Is it 1.g4? intending mate at h7 with the R?

Composed by Rubinstein, I thought. There are many 'twins' of this position with the very same idea, I have seen it with the pawns on the h- and g-files as well. i.e.

1.Kf6! h6 2.Rg5 etc.

The first move is a nice addition - White has to lose a tempo.
