I challenged the wrong person in the 21 day Ladder. This user took more than the full 21 days time to make the very first move even though the person was online a lot. Now, it has been 14 days for his second move and he has been online a lot and he still hasn't made a move after a simple standard D5 D4 start. At this rate, it will take several years to finish the game. I know the reason the person is doing it. My rating is quite a bit higher than his and he likely thinks he will lose, so stall as long as possible to avoid registering the loss in ladders. This is unsportsmanlike IMHO. Is there any way to cancel this game without resigning waiting for his second move?

The point was sportsmanship and because people are not being a good sport, I was looking for a way to cancel a game that is going to take years to complete since only one move has been played. I have not pressured him, which you seem to imply. I haven't even chatted with him or mentioned his name. I simply want to know if there is a way to "delete" or end the game since only one move has been made and the other user is clearly not needing time, but is extending it as long as possible. At this rate the game will take years to play. I prefer to cancel the game without having to resign.
There's nothing you can do, other than resign. You challenged a player in the 21-day ladder, which means you were well aware of the possibility that your opponent could do what you are describing and you clearly accepted this with your challenge.
This is one of the fundamental reasons why I never play games with long timebanks.

May I ask if you happen to know if "within three moves" (according to Help:Introduction) includes the 6th ply?)
(I would imagine it would only include the first five.)
