Yes that exists. Called National Expert or Candidate Master. Taking US as an example, that would be USCF 2000+ rating, i.e. just below the National Master rating (USCF 2200+).

It's true that the titles are not given anymore here in Belgium. But the older players still use the terms class A, B .. and Expert
