If it is either of the above, use win zip or win rar to decompress it and then open in chessbase.

1)if it says that it is a chessbase compressed file, that means it will open with chessbase itself.
Need not de-compress it, going by the icon indications that you have given, it is a chessbase archive file. Just double click on it. It will de-compress automatically in the same directory as the original compressed file and automatically show you the games that it contains. Hope it doesnt ask for a password, since in that case only the author can de-compress it.
But it is sure that it will open with chessbase.
2) If by mistake the extension has been deleted or something, than try renaming the file as <filename>.cbv (Hope u know how to change the extension of a file in Windows. use the Folder options and UNSELECT the check box that says "hide file extension for known files"😉

It does not simply open by double-clicking,if it did,this thread wouldn't exist 😉

Normally if it is a valid .cbv file then it should automatically open in chessbase after double clicking on it.
There seems to be a problem.
Launch chessbase first and then try opening the cbv file from your OS file explorer or from chessbase itself.
If it still doesnt work then consider downloading the file again (in case u ve downloaded it from somewhere.)
The file might be corrupted.

I think the file must be corrupted.problem is,I can't remember where I downloaded it,just happened to stumble on it,I downloaded a whole bunch of stuff from different sites that day,and a google search turned up nothing 🙁
