after a terrible blunder at 26. i'm kinda stuck with this position - game is in progress but I'd be very interested to hear comments after the game ends (i.e. after I lose...)

You made a mistake much before move 26, you tried to attack when you had no attack and you took to long to develop your kingside.

hanging pieces = leaving pieces attacked and undefended, or a more valuable piece attacked by a less valuable one. Hanging a piece gives the opponent an opportunity for material gain.

what means this develop?

Do you mean increasing the mobility of your army, while reducing the vulnerability of your monarch?

[I assume you mean too (adverb) rather than to (preposition)]
