Yes, provided that:

1) it is that player's turn; AND

2) that player has no other legal moves with other pieces; AND

3) the King is not in check

(With this posting I don't comment any game in progress. I don't even know which one it is, I cannot find it. Any similarities with the any game in progress is purely unintentional.)

I had an opponent once that claimed a draw because his king couldn't move. And it was true, wherever his king moved he would put himself in check. However, I pointed out to him that he could always move a pawn at the other side of the board. He was persistant so we have to call an arbiter. It was quite embarresing, because he looked at me funnily with the message in his eyes: "But Fabian, didn't you know that?" Well, I knew but my opponent didn't.

Conclusion: It is never wrong to ask a question about the rules. Perhaps it is the opponent who don't know the rules.
