2 moves is the theoretical minimum...
1. f3 e5 2. g4 Qh4++

However, in practice this should never happen!!!!

I had a lucky one after 7 moves - should have been 6 but I didn't spot it. I'm not saying this to make me sound great or to poke fun at the opponent - it's just an example of a short game.
