I have noticed that my (and others) rating fluctuates quite dramatically over time (at least 200 points). Does this mean that when you wish to increase your rating you dont resign lost games untill you see your oponent drop a few rating points (say anything below his average)? Does such a system make a dramatic difference to your ratings?

Perhaps you can gain a few rating points but not any dramatic changes.
A more probable cause is changes in lifestyle. Before an exam one shouldn’t play too much at RHP or during the Olympic games, but during slow times at work or rainy days or other days when you have a lot of spare times, you can use a lot more time to chess. And be better and rais your rating level.
