What are the rules of blindfold chess? What happens when someone makes an illegal move? Are you allowed to ask where pieces are?

If you ask where the pieces are, doesn't that spoil the concept of blindfold chess?

I thought so, but I read rules somewhere that said you could ask a specific questions like "is your queen on c7?"

When blinfold chess was played at the most recent Amber Blind tourney I believe both players had a computer screen with an empty board displayed on it. You would enter your move as you would here on RHP and the computer wouldn't allow an illegal move.

What would happen if you made an illegal move? Would you be penalized?

I don't think so. With that computer system I don't think any penalty would be assesed however if another method was used I guess enough illegal moves could result in forfeiture (although how you can manage to win at blindfold without being able to visualise the board well enough to make legal moves is beyond me).

One important rule is you can't use cellophane wrap as a blindfold.
