You are right, black had good reasons to offer draw. White had winning chances: pawn up, including a connected freepawn on h-file.
My suggested move would have been Qf6. Probably the f-pawn would fall as well. Nd7+ also was worth looking at.

When you offer someone a draw it has nothing to do with who is better or worse. It simply means that the person offering the draw has an advantage and is giving their opponent a break.

Looking at the game, as mentioned above you should have played on as there's plenty of play left.

Nigel Short gives this as a tip in his book 'Nigel Short on Chess' after he played a match with Ribli and Ribli broke protocol by offering him the draw twice - Nigel went on to win!! (and rates it as one of his best games).
